US Plan Could Fast-Track Ukraine’s EU Membership by 2027

Ukraine could become a member of the European Union as early as January 2027 under a new US-backed plan aimed at ending the ongoing war with Russia, according to a senior source familiar with the matter. Traditionally, the EU accession process is lengthy and complex, requiring unanimous approval from all 27 member states. Opposition—particularly from Hungary—has consistently been a major obstacle for Kyiv.

The latest version of the US plan also includes potential Ukrainian territorial concessions to Russia, sparking intense diplomatic discussions across Europe. European leaders and Ukraine are demanding that the United States provide clear security guarantees before any talks on contested lands take place, the French presidency said ahead of a planned Berlin meeting with Ukrainian President Volodymyr Zelensky.

President Zelensky emphasized that the United States possesses the necessary leverage to influence EU member states currently blocking Ukraine’s accession. Kyiv has pursued EU membership since the 2014 pro-European revolution, undertaking extensive reforms, although efforts to eliminate endemic corruption—a key requirement for joining the bloc—remain an ongoing challenge.

Meanwhile, Moscow expressed skepticism about changes to the US plan. Kremlin officials warned that proposed amendments could complicate negotiations and lengthen the path to a settlement. Russian forces have continued military operations, though Ukraine recently reported retaking key settlements near the strategically important city of Kupiansk, a crucial railway hub in the northeast. Zelensky visited troops on the frontlines there and recorded a video showing his presence at the city’s entrance.

The naval aspect of the conflict has also intensified. A Russian air strike recently damaged a Turkish-owned cargo vessel in the Black Sea port city of Odesa. Kyiv and the vessel’s operator confirmed the attack, prompting Turkey to call for a halt to strikes targeting port infrastructure. Earlier, Ankara had warned of a “worrying escalation” in the Black Sea after Ukraine reported naval drone attacks on Russian-linked tankers, and reiterated calls for a suspension of hostilities in the region.

As diplomatic efforts continue, Zelensky is expected in Berlin for further talks with European leaders, as well as the heads of the EU and NATO, to discuss the status of peace negotiations and Ukraine’s potential EU accession. While the road ahead remains complex, the US plan represents a possible fast-track path for Ukraine into the European Union, contingent on security guarantees and the resolution of territorial disputes.
