On Monday, Ukrainian President Volodymyr Zelenskiy announced that the ongoing discussions among Ukraine, the United States, and European allies are showing signs of a significant breakthrough, creating cautious hope for an end to the nearly four-year conflict with Russia.
During a meeting with Ukrainian diplomats, Zelenskiy emphasized that the negotiations are “very close to a real result,” highlighting the collaborative nature of the efforts between Kyiv and Washington, bolstered by active involvement from European nations.
High-Level Engagements Underway
The Ukrainian side has been represented by senior official Rustem Umerov, who has engaged in multiple meetings with U.S. and European representatives. Many of these discussions have taken place in Florida over the past few days.
In parallel, Russian negotiator Kirill Dmitriev, acting on behalf of President Vladimir Putin, has been conducting separate discussions with U.S. officials at the same venue.
Both sides confirmed that their negotiation teams were returning to their respective capitals on Monday to update their leaderships on the developments.
20-Point Peace Framework Proposed by the U.S.
Zelenskiy stated that the talks have revolved around a 20-point peace initiative put forth by U.S. representatives. This plan has undergone scrutiny and revision after feedback from Ukrainian and European officials regarding its initial bias toward Moscow.
“Not everything is perfect, but we do have a framework,” Zelenskiy remarked, noting that though compromises are being weighed, both sides have firm boundaries they will not cross.
Additionally, discussions have included essential long-term security assurances for Ukraine to deter any potential future Russian aggression post-conflict. The negotiators are also addressing aspects related to Ukraine’s rebuilding and economic recovery after the war.
“The core structure of all documents is prepared,” said Zelenskiy, indicating there are aspects they are unwilling to compromise on, much like the Russians.
Pushing for Continued Pressure on Russia
The U.S. negotiation strategy is led by President Donald Trump’s envoy, Steve Witkoff, alongside Trump's son-in-law, Jared Kushner.
In his latest video address, Zelenskiy posed the crucial question of whether Washington can elicit a sincere response from Moscow, gauging Russia’s willingness to reduce its aggressive posture.
He stressed the vital role of continued international pressure on the Kremlin, which includes stricter sanctions and measures aimed at limiting Russia’s oil revenue.
“Curbing the price of Russian oil and implementing robust global sanctions are key to influencing even the staunchest opponents,” he added, affirming that significant actions have been taken this year to diminish financial support for Russia’s military endeavors.
While no definitive agreement has been reached yet, the tone from Kyiv indicates that international diplomacy is progressing into a pivotal phase, urging all parties to assess whether the current dynamic can lead to enduring peace.
