During his recent trip to Kyrgyzstan, Russian President Vladimir Putin declared that the ongoing conflict in Ukraine will only conclude if Kyiv agrees to relinquish control of the territories currently under Russian influence. He emphasized that military actions will persist if Ukraine refuses to surrender these areas.
The Russian military has been making steady advancements across eastern Ukraine, engaging in fierce conflicts against Ukrainian forces that are significantly outnumbered and outgunned. The Donetsk region, in particular, is experiencing intense fighting, with Russia alleging that cities like Pokrovsk and Myrnograd are encircled. Conversely, Ukrainian officials maintain that their forces still control positions along the front lines.
Since its onset in February 2022, this conflict has evolved into the deadliest war in Europe since World War II, with nearly one-fifth of Ukraine's territory now under Russian occupation. The contentious issue of these occupied areas is a major hurdle in peace talks.
In parallel, the United States has proposed a new strategy aimed at resolving the nearly four-year-long conflict. This proposal is set to be discussed in forthcoming talks with both Moscow and Kyiv. Putin described the revised U.S. draft as a potential foundation for future negotiations, although Russia continues to require acknowledgement of the territories it governs.
Ukrainian representatives have firmly rejected any notions of territorial compromise. Andriy Yermak, a close advisor to President Volodymyr Zelensky, stated that as long as Zelensky is in power, Ukraine will not concede any lands. He stressed that the only pragmatic discussions at present involve delineating the current front line, which extends over 1,100 kilometers.
Diplomatic channels remain active, with U.S. negotiator Steve Witkoff slated to visit Moscow next week to deliberate on the revised peace proposal. Additionally, U.S. Army Secretary Dan Driscoll is expected to arrive in Kyiv later this week to address security concerns.
Furthermore, Putin has raised questions regarding Zelensky's legitimacy, asserting that any agreements with his administration would pose legal complications, a stance that has attracted criticism from Ukraine and its international partners. Analysts indicate that Russian forces have achieved substantial territorial gains in 2025, capturing an average of 467 square kilometers each month, reflecting an uptick from 2024.
The conflict has triggered widespread devastation, taking hundreds of thousands of lives and displacing millions. Despite global calls for peace, Moscow insists that Ukraine must make territorial concessions before any substantial negotiations can commence.
