Lithuania Issues State of Emergency in Response to Smuggling Balloons from Belarus

Lithuania has officially declared a state of emergency following a series of incidents involving smuggler balloons crossing over from Belarus. According to the Lithuanian government, these balloons pose a threat to public safety and have disrupted civil aviation, leading to multiple halts in operations at Vilnius airport.

Reports indicate that smugglers are utilizing these balloons to transport illegal cigarettes across the border. Interior Minister Vladislav Kondratovic emphasized that the state of emergency was invoked not just to address civil aviation disruptions but also for broader national security reasons. This declaration grants the military enhanced operational freedom, allowing collaboration with law enforcement or independent action, although specific measures have not yet been disclosed. The duration of the emergency remains unspecified.

In response, Belarus has denied responsibility for the balloon incidents, alleging that Lithuania has engaged in provocations, including deploying a drone to drop alleged “extremist material.” Lithuania, a NATO and European Union member, has firmly dismissed these claims as false.

European Commission President Ursula von der Leyen characterized the balloon incidents as a “hybrid attack” from Belarus and noted a deterioration in the situation at the border. The European Union has voiced serious concerns over the recurring border disruptions and their ramifications for civil aviation and national security.

This is not the first time Lithuania has declared a state of emergency in the border area. In 2021, access to parts of the Belarus border was limited due to the surge in illegal migration. Then in 2022, following Russia’s invasion of Ukraine, Lithuania implemented emergency measures fearing potential aggressions and disinformation campaigns, including restrictions on free speech.
