Russia has reiterated its stringent conditions for halting the warfare in Ukraine. On Friday, Yury Ushakov, a foreign policy advisor to the Kremlin, declared that a ceasefire is contingent on Ukrainian troops completely vacating the Donbas area. His remarks, reported by the Russian outlet Kommersant, quickly attracted international scrutiny.
This pronouncement indicates Russia's reluctance to seek a middle ground. It is demanding total control over Donetsk and Luhansk, the two provinces forming Donbas. Currently, Moscow holds all of Luhansk and approximately 80% of Donetsk, yet key cities like Sloviansk and Kramatorsk remain under Ukrainian defense.
Ushakov remarked, “A ceasefire can only occur following the withdrawal of Ukrainian forces.” He warned that if Ukraine does not acquiesce through negotiations, Russia would resort to military action to seize the territory.
A Fresh Concept for Donbas Control
As per Kommersant's report, Ushakov also explored what a potential peace framework might entail. He proposed that the Russian military may not need to maintain a presence in the Ukrainian-held segments of Donbas post-agreement. Instead, the Russian National Guard, or Rosgvardiya, could assume oversight.
He clarified that under this model, no Russian or Ukrainian military would be stationed in the areas, but a police and national guard force would be present to ensure order and manage everyday life.
This notion indicates Russia's desire for sustained control in the area while possibly being flexible about its military footprint. Nevertheless, any form of Russian policing on Ukrainian soil would likely be untenable for Kyiv.
Who Comprises the Russian National Guard?
Rosgvardiya serves as a significant internal security apparatus, boasting around 400,000 personnel. It has been involved in Ukraine since the onset of the conflict in 2022, with some units originating from Chechnya, a region known for its fierce fighters who have played vital roles in Russia's military initiatives.
In 2023, a law was enacted in Russia empowering the national guard to utilize heavy weaponry, including tanks and artillery. This indicates that Rosgvardiya has acquired enhanced responsibilities and combat capability.
Implications for Diplomatic Conversations
Ushakov’s statements underscore that Moscow seeks absolute control over Donbas as a prerequisite for ending hostilities. For Ukraine, withdrawing from these areas is non-negotiable. President Volodymyr Zelenskyy has consistently affirmed that Ukraine will not relinquish its territory.
This reality narrows the scope for potential peace negotiations. Both parties are entrenched in positions deemed critical for their national existence. Russia is pursuing acknowledged authority over Donbas, while Ukraine is focused on safeguarding its populace and territory.
