France has officially revoked its travel restrictions on Pavel Durov, the founder of Telegram, granting him unrestricted movement amidst an ongoing investigation concerning illegal content disseminated via the messaging platform. This decision signifies a notable change in his judicial conditions, initially imposed after his detention in Paris in 2024.
The tech entrepreneur, who is originally from Russia and possesses a French passport, was brought under formal investigation due to claims that Telegram facilitated illicit transactions, child exploitation material, and other criminal activities. Authorities contend that Durov and his team did not sufficiently moderate harmful content, thus allowing criminal networks to take advantage of the widely utilized platform.
In the aftermath of his detention last year, Durov faced limitations on his movements and was placed under tight judicial oversight. In July, these regulations were partially eased, permitting him to visit the United Arab Emirates — the base of Telegram — for short two-week intervals.
With this latest development, French officials have entirely lifted the travel ban, eliminating the obligation for Durov to report regularly to police in Nice and enabling him to travel and reside freely.
Authorities indicate that this leniency follows Durov’s “full compliance” with all judicial rules over the past year.
Durov has continually denied any involvement in unlawful activities on Telegram. During inquiries in late 2024, he acknowledged the rise of criminal elements on the platform but maintained that the service is committed to enhancing oversight while safeguarding user privacy.
