Vietnam Set to Revamp Healthcare Inspection Guidelines

Vietnam is gearing up to roll out a new framework intended for specialized healthcare inspections, as the Ministry of Health seeks public input on a draft circular detailing updated protocols. This initiative is designed to bolster oversight and heighten efficiency across medical and health-related sectors nationwide.

Under the proposed guidelines, the Minister of Health will have the power to carry out specialized inspections related to state governance. Department heads within the ministry will also be authorized to inspect various organizations and individuals according to their delegated roles, while local inspections will adhere to current regulatory guidelines.

The draft highlights the necessity for structured planning, mandating inspection units to create thematic plans that align with socio-economic objectives and sector management requirements. These plans will be compiled and submitted for approval to ensure comprehensive coordination and prevent overlap among agencies.

Authorized bodies will issue inspection decisions based on existing laws, forming teams that include representatives from relevant institutions. This process guarantees transparency and accountability in both task assignments and the execution of inspections.

The proposal clearly delineates rules surrounding the timing and locations of inspections. These inspections will typically not exceed a duration of 15 days, although they can be extended by up to 7 days in more complex situations. Inspected entities will be informed in advance, except in instances that necessitate surprise inspections to avert concealment of violations.

During the inspection process, teams will evaluate adherence to healthcare legislation and regulations, examine documentation, and demand clarifications as needed. The approach also features both in-person and online inspection options, reflecting a more modern and adaptable stance on regulatory oversight.

The draft further suggests various options on inspection themes, addressing matters such as medical services, disease control, pharmaceuticals, food safety, health insurance, and healthcare infrastructure. This holistic strategy is aimed at enhancing governance and establishing superior standards throughout Vietnam’s healthcare system.
