In light of a government shutdown in September that halted commercial flights across the United States, security personnel orchestrated a remarkable 416-mile road journey for External Affairs Minister S. Jaishankar. This extraordinary travel arrangement guaranteed his prompt arrival in New York for a significant discussion with UN Secretary-General Antonio Guterres.
As detailed in a recent report from the US State Department’s Diplomatic Security Service, the travel ban left air options unused, necessitating an entirely ground-based approach. A total of 27 security agents spanning various divisions, including the Dignitary Protection Division, collaborated to make this travel endeavor successful.
The motorcade initiated at the Lewiston–Queenston Bridge along the US-Canada border, where US security members took over from Canadian officials. The group then navigated a seven-hour trek through upstate New York, implementing strategic measures to manage winter-related hurdles, such as icy conditions and limited visibility. Regular driver rotations were enforced to ensure optimal safety and performance.
During the trip, the security team experienced a moment of alarm when an explosive detection dog from a sheriff’s office reacted to the armored vehicle. Following a swift area clearance and comprehensive inspection, officials confirmed there was no danger, allowing the journey to continue uninterrupted.
Upon reaching New York City, one security member encountered a woman who had been seriously injured in a hit-and-run incident. The agent took immediate action, coordinating with municipal police and fire services to facilitate emergency response without compromising the minister’s security or itinerary.
The operation required meticulous coordination with India’s UN mission, the Royal Canadian Mounted Police, and US border authorities for seamless transitions at the border. The US State Department remarked on the effectiveness of this operation, which successfully permitted the minister to attend the UN meeting as scheduled, despite the shutdown.
