Dubai Introduces Groundbreaking Sign Language Commitment for Enhanced Inclusivity

Dubai has embarked on a significant journey towards inclusivity with the launch of the “Dubai Communicates in Sign Language” commitment. Spearheaded by the Community Development Authority (CDA) and guided by the Higher Committee for the Protection of the Rights of People of Determination, this initiative sets a precedent in the region.

Launched during Arab Deaf Week, this pledge marks the first of its kind in the UAE, aiming to uphold the communication rights of individuals who are deaf or hard-of-hearing, while enhancing their access to diverse services.

Aligned with the long-term vision outlined in the Dubai Social Agenda 33 and the Strategy for People of Determination, it seeks to cultivate an inclusive society where everyone can obtain information and services freely.

A vital component of the pledge is the acknowledgment of Emirati Sign Language as a unique language rich in cultural significance. This initiative aims to foster communication devoid of discrimination, uphold human dignity, and ensure institutions are answerable for delivering inclusive services.

Hessa bint Essa Buhumaid, Director General of the CDA, emphasized the pledge’s pivotal role in positioning Dubai as a leader in accessibility and inclusion. She pointed out that this initiative would enhance service provision, thereby enriching the lives of individuals with hearing challenges.

The pledge outlines key commitments across various sectors:

  • Government Services: Authorities will offer sign language assistance, accessible communication options, staff training, and inclusive online platforms.
  • Healthcare: Medical facilities will provide sign language interpretation, ensuring patients comprehend treatments during consultations and emergencies.
  • Education: Schools will advocate for sign language education, develop inclusive atmospheres, and establish programs for interpreters.
  • Security and Transport: Police and transportation entities will guarantee accessible communication, including visual aids and trained staff.
  • Employment: Work environments will support equal opportunities, provide training, and foster career advancement without bias.

Additionally, the initiative will feature a centralized registry for certified sign language interpreters while involving People of Determination in service design.

The coordination of several government agencies, including the Dubai Health Authority, Dubai Police, and Roads and Transport Authority (RTA), aims to consolidate efforts towards a robust and sustainable inclusion framework.

In essence, the “Dubai Communicates in Sign Language” commitment signifies Dubai’s dedication to creating a society where everyone enjoys equitable opportunities and an enriched community experience.
