Canada’s Pilot Pay Changes Spark Grievances and Retention Issues

Canada’s military has introduced a new pay system for its pilots, but the plan has caused confusion and frustration. The system was meant to keep experienced pilots in the air force instead of leaving for commercial airlines, but it has not worked as planned.

The pay changes were first thought of five years ago and started in the spring of 2021. The government wanted to fix a problem reported in 2018, where there were not enough trained pilots and technicians. This shortage made it hard for the Royal Canadian Air Force (RCAF) to meet its responsibilities with NATO and NORAD.

The new system pays pilots based on how much flying experience they have, not just their rank. It was meant to reward skill and encourage pilots to stay longer in the military. However, the system has caused unexpected problems. Some pilots are now refusing promotions because the higher rank would give them less pay than their current position.

An internal Defence Department report said that 85 pilots have filed grievances, saying the new pay system is unfair and hurts their careers. Some pilots who were captains earned more than majors, which confused many and caused anger in the ranks. Many grievances are still ongoing.

Experts say the system was not carefully planned. There was little research done before introducing it, and no clear plan was followed. Other countries like the U.S., Australia, and the U.K. have faced similar problems, but Canada’s system did not follow their best practices.

According to Defence Department records, as of June 2025, only 66 percent of frontline fighter squadrons were fully staffed. Overall, the RCAF has 90 percent of pilot positions filled.

Defence Minister David McGuinty said the new pay system is important to attract and keep pilots. The plan rewards pilots based on experience and skills, and the military continues to work with other countries to find solutions. The new commander of the air force, Lt.-Gen. Jamie Speiser-Blanchet, said the pay increases have helped bring back some retired pilots.

Former air force general Charles “Duff” Sullivan said the pay system does not make sense. He explained that paying a junior officer more than a senior officer for doing the same work is confusing and unfair. He also said that for pilots, money is not the only important factor. Living conditions at remote airbases, such as Cold Lake in Alberta and Bagotville in Quebec, are also very important.

In the commercial airline industry, experienced pilots can earn up to $350,000 a year, which is more than the highest-paid military officers. The military’s new system tries to match some of that pay, but experts say it cannot fully compete with commercial salaries.

The government had also announced a general pay increase for all military members last summer, but this is separate from the pilot bonus system. The military continues to work on keeping its pilots motivated and experienced as Canada prepares for the arrival of the new F-35 fighter jets.
