Vietnam’s To Lam Champions Reforms for Economic Growth

Vietnam’s foremost political figure, To Lam, has declared a commitment to combat corruption and accelerate economic progress during a key address to prominent members of the ruling Communist Party in Hanoi.

In his remarks at the party’s national congress on Tuesday, Lam emphasized the urgent need for the country to confront internal malfeasance within the government. He warned that corruption, squandered resources, and bureaucratic delays are jeopardizing public trust and hindering national advancement.

“Every misconduct must be addressed with seriousness,” Lam urged the nearly 1,600-party delegates. He instructed officials to minimize bureaucratic obstacles, enhance discipline, and ensure that laws are not merely theoretical but actively upheld.

The weeklong congress is a significant political occasion in Vietnam, occurring only once every five years. It will determine the nation's leadership and outline economic and policy objectives leading into 2030.

Currently serving as the Communist Party secretary-general, a role regarded as the most influential in Vietnam, there are indications Lam may aspire to the presidency, enhancing his capacity to implement reforms. Analysts suggest this would empower him with a robust mandate to advance change.

Aspiring Economic Goals

A critical aim discussed at the congress is to elevate Vietnam’s economy by a minimum of 10 percent annually until 2030. Party leaders contend that such vigorous growth is essential to raise living standards, safeguard national interests, and amplify Vietnam’s stature in global trade.

Lam noted that eliminating needless regulations and boosting international trade are vital for sustainable economic growth. He highlighted the private sector's importance and advocated for a fair and transparent framework to bolster its development.

Since taking office approximately 17 months ago, Lam has swiftly restructured the government, dismantling multiple administrative layers, closing various ministries or agencies, and eliminating close to 150,000 positions from the state payroll.

He has also championed major infrastructure initiatives, such as rail systems and energy projects, to support ongoing development.

Lam acknowledged that this congress is convening during a challenging period. Vietnam faces natural disasters, global security threats, and disruptions in energy and food resources.
