In a significant stride for defence relations, Indian Defence Minister Rajnath Singh's official trip to Vietnam on May 18 and 19 emphasized the strengthening partnership between the two nations. The visit, initiated by General Phan Van Giang, Deputy Prime Minister and Minister of National Defence of Vietnam, showcased the expanding strategic alliance.
A welcoming ceremony for the visiting Indian officials took place at the Ministry of National Defence in Hanoi. Following this, bilateral discussions centered on enhancing military cooperation, ensuring regional stability, and fostering long-term strategic ties.
General Phan Van Giang marked the trip's importance as it coincided with the 10th anniversary of their Comprehensive Strategic Partnership. He highlighted that just earlier this month, the relationship was further elevated to an Enhanced Comprehensive Strategic Partnership during a visit by Vietnamese leader To Lam to India.
The Vietnamese minister praised India's rapid ascent as a top global economy, acknowledging its growing influence on both regional and international stages. He noted that trust and shared strategic objectives continue to fortify the relationship between both nations.
Expanding Defence Initiatives
During their discussions, they reviewed advancements under the Joint Vision Statement on the Vietnam-India Defence Partnership through 2030, initially signed during Rajnath Singh's visit in 2022. Officials indicated successful cooperative outcomes across several crucial sectors.
High-level military exchanges have increased, and training collaborations have been reinforced. The two countries are advancing in projects related to cybersecurity, military medicine, search and rescue operations, and United Nations peacekeeping efforts.
General Phan Van Giang expressed appreciation for India's initiatives supporting Vietnam's military education, including a $1 million non-refundable grant for establishing a foreign language classroom at the Air Force Officer School. He also thanked India for extending scholarships and tailored credit programs.
Vietnam requested further expansions in scholarship opportunities for military officers and a rise in training quotas in specialized areas aligned with the needs of its Ministry of National Defence. Both nations concurred that education and professional training are vital components of their defence partnership.
A Shared Commitment to Regional Security
The ministers also discussed pertinent regional and global security issues. General Phan Van Giang reiterated Vietnam's stance on peace and cooperation, advocating for dispute resolution in the East Sea through peaceful means based on international law, particularly the 1982 United Nations Convention on the Law of the Sea. Vietnam expressed its support for effectively completing a Code of Conduct in the East Sea.
Rajnath Singh acknowledged the growing trust between the two nations, describing their defence relationship as one of the foundational pillars of Vietnam-India cooperation. He reiterated India's commitment to Vietnam through military training and strategic partnerships.
Singh's visit was further symbolized as it coincided with the 136th birthday anniversary of Ho Chi Minh, a revered figure in India.
Concluding the visit, both ministers inaugurated the newly established foreign language classroom at the Air Force Officer School and oversaw the signing of a cooperation agreement between Vietnam's University of Communications and the Indian Military Communications University, marking a pivotal advancement in their bilateral defence relations.
