Vietnam’s Ministry of Public Security has introduced new measures designed to simplify the licensing and inspection protocols for fire and rescue vehicles, in response to feedback from businesses facing lengthy delays and a rising backlog in equipment approvals.
According to the updated regulations, from July 1, 2025, to June 30, 2026, organizations and companies can choose to apply for either an inspection certificate or a circulation license for their firefighting and rescue vehicles. Post this transition period, only circulation licenses will be granted for such vehicles.
This announcement follows reports from the fire prevention and firefighting industry regarding significant hold-ups in securing necessary inspection approvals for construction and operational endeavors. Previously averaging one month, approval times have reportedly extended to three to four months due to a scarcity of operational inspection units.
A representative from a Ho Chi Minh City firm noted that the lack of authorized inspection organizations has led to prolonged waiting periods, hampering project progress. Business owners have urged the authorities to enhance the approval system to mitigate operational disruptions.
The Ministry confirmed that firefighting and rescue vehicles imported with internationally recognized certifications meeting ISO/IEC 17025 standards can now apply directly for circulation permits. This measure is anticipated to alleviate pressure on domestic inspection agencies and expedite approval processes.
Moreover, officials have stated that more organizations are being accredited to conduct tests on firefighting and rescue equipment. Recently, several units in Hanoi received certification for testing equipment including fire pumps and alarm systems. Additional testing centers are in the process of achieving official designation.
Authorities are optimistic that the increased number of testing organizations and flexible licensing options will significantly decrease application backlogs and enhance efficiency within the fire safety sector. The government reiterated that all vehicles and equipment must adhere to national safety standards and technical regulations prior to circulation.
The Fire Prevention, Fighting and Rescue Police Department has published comprehensive guidance on circulation permits and inspection processes on its official website. Firms engaged in fire safety equipment and rescue vehicle operations are encouraged to thoroughly review the updated regulations during this transition phase.
