Venezuelan President Nicolas Maduro has announced the closure of Venezuela’s embassy in Oslo, Norway, following the awarding of the 2025 Nobel Peace Prize to opposition leader Maria Corina Machado. The move comes as a rebuff to Norway’s recognition of Machado’s efforts to promote democracy in the South American nation.
The Foreign Ministry stated on Instagram that the embassy closure is part of an internal “reorganization” of Venezuela’s diplomatic missions. In addition, Venezuela will close its embassy in Australia, citing the country’s “geopolitical principles” of “peace and integration.”
Norway’s Role as Mediator
Norway has long played a mediating role in Venezuelan politics, facilitating on-and-off talks between Maduro and the opposition between 2019 and 2024. These negotiations included the Barbados Agreement, which ultimately failed. Maduro’s decision to shut the embassy appears to signal a pause—or potential end—to direct communication with Oslo.
Political Context
Machado’s Nobel Peace Prize, announced on Friday, comes amid continued international scrutiny of Maduro’s leadership. The US previously led a “maximum pressure” campaign targeting Maduro, including accusations of involvement in drug trafficking.
The Nobel Peace Prize is awarded by an independent committee appointed by Norway’s parliament and is not directly linked to the Norwegian government’s foreign policy. Despite this, Venezuela interpreted the award as a political statement against Maduro.
Deepening International Isolation
Since the collapse of the Barbados Agreement, Maduro’s government has faced increasing international isolation. His 2024 presidential election was widely criticized as fraudulent by global observers. Venezuela recently sought a United Nations Security Council resolution defending its sovereignty, but neighboring nations have been cautious in their response. Brazil and Colombia criticized US actions, while Guyana and Trinidad and Tobago supported them.
Shifting Diplomatic Focus
Alongside the embassy closures in Norway and Australia, Venezuela announced plans to open new diplomatic representations in Zimbabwe and Burkina Faso. The government cited the move as an effort to strengthen ties with the Global South.
The decision marks a notable shift in Caracas’s diplomatic strategy, aligning more closely with non-Western nations while cutting ties with countries seen as critical of Maduro’s leadership.
