US Returns Palestinian Rights Expert Francesca Albanese To Sanctions list

The United States has once again added Palestinian rights expert Francesca Albanese to its sanctions list, reigniting international debate over freedom of speech, human rights investigations, and Washington’s policy toward the Israel-Gaza conflict. Francesca Albanese currently serves as the United Nations Special Rapporteur on human rights in the occupied Palestinian territories and has become one of the most recognized international voices criticizing Israel’s military actions in Gaza.

According to reports, the US Treasury Department restored Albanese’s name to the sanctions list only days after she had briefly been removed from it. The Trump administration had earlier stated that the temporary removal did not represent a change in official US policy. American officials continue to accuse Albanese of supporting legal actions against both US and Israeli officials through international institutions such as the International Criminal Court (ICC).

The sanctions against Albanese were originally introduced in 2025 during the Trump administration. At that time, then-US Secretary of State Marco Rubio announced punitive measures against her, accusing the UN expert of carrying out what Washington described as political and legal attacks against the United States and Israel. The sanctions restricted her financial activities connected to the United States and created major difficulties in banking and international transactions.

Francesca Albanese has strongly rejected the accusations made against her. She has repeatedly defended her work as part of her UN mandate to investigate human rights conditions in Palestinian territories. Albanese has also argued that the sanctions were politically motivated and aimed at silencing criticism of Israel’s military campaign in Gaza. Human rights organizations and several international legal experts have previously criticized the sanctions, describing them as pressure against independent UN investigators.

Earlier this month, a US federal judge temporarily blocked the sanctions against Albanese, saying the measures likely violated constitutional protections related to free speech. Following that court decision, the US government briefly removed her name from the sanctions database before now restoring it again. The administration has reportedly appealed the earlier judicial ruling while maintaining that its broader sanctions policy remains unchanged.

The latest move is expected to increase tensions between Washington and several international human rights groups. Supporters of Albanese say the sanctions undermine the independence of UN investigations and create fear among officials working on sensitive human rights issues. On the other hand, critics of Albanese argue that some of her statements and reports have unfairly targeted Israel and ignored security concerns following the conflict in Gaza.

The issue has also attracted attention from governments and international organizations across Europe and the Middle East. Several officials and advocacy groups have called for stronger protection of UN investigators, while others continue to support the US position against international legal actions targeting Israel. The controversy surrounding Albanese has become part of a much larger global debate about accountability, free expression, and the role of international institutions during wartime conflicts.
