On May 16, 2026, General Secretary and President To Lam delivered a significant address during the 120th anniversary celebration of Hanoi National University. The event also recognized the institution with the esteemed First-Class Labor Order for its fundamental contributions to education, science, and national progress.
In front of senior officials, educators, researchers, students, and international guests in Hanoi, To Lam lauded Hanoi National University as an emblem of Vietnamese intellect and scholarly achievement. He commended the university’s vital role in fostering talented individuals who have significantly contributed to the nation’s independence, development, and modernization.
Reflecting on the university's rich history that began with the founding of the University of Indochina in 1906, which later became Hanoi National University, he highlighted its importance as one of Southeast Asia’s first modern multidisciplinary institutions that played a crucial role in establishing Vietnam’s higher education landscape.
To Lam recalled President Ho Chi Minh’s significant connection to the university post-1945, stressing that education and knowledge were pivotal in fortifying the nation. According to him, Hanoi National University emerged as a cornerstone for nurturing intellectuals, scientists, and potential leaders during challenging periods of the country’s resistance and rebuilding.
Throughout his speech, To Lam laid out seven priority areas for the future enhancement of Hanoi National University. He urged the institution to aspire to be a premier academic center in Asia and eventually rank among the top global universities. He endorsed the goal of reaching the top 100 universities in Asia by 2030 and top 300 worldwide by 2035.
In his address, the President underscored the necessity of innovation, digital transformation, AI development, semiconductor studies, biotechnology, renewable energy, and advanced material science. He encouraged the university to evolve into a national hub for research and technology development, contributing directly to Vietnam’s economic advancement and modernization initiatives.
To Lam further emphasized the importance of enhanced collaboration among universities, industries, government entities, and international organizations. He insisted that academic research should extend beyond classrooms and laboratories to benefit society, industries, and communities throughout Vietnam.
Another significant focus of the speech was on academic diplomacy and projecting Vietnam’s global image. To Lam urged Hanoi National University to fortify its international partnerships and act as an ambassador for Vietnamese culture, knowledge, and innovation on the global stage, noting the institution's history of welcoming international scholars and leaders.
He also urged reforms in university governance, advocating for greater autonomy, improved financial support, and enhanced research facilities. The government, he pledged, would continue to back education and scientific growth through new national policies aimed at steering Vietnam towards modernization by 2045.
