Transformative Homebuyer Initiative Boosts AED3.25 Billion in Dubai Sales

The First-Time Home Buyer (FTHB) initiative in Dubai is significantly reshaping the local property landscape. In just six months since its inception, over 2,000 residents have successfully secured their first homes, resulting in an impressive AED3.25 billion in residential sales as reported by the Dubai Land Department (DLD).

Introduced in July 2025, this program is a collaborative effort between the Dubai Department of Economy and Tourism (DET) and the DLD, designed to make homeownership accessible for residents across all nationalities and income brackets. The initiative unites government agencies, major developers, and financial institutions, providing first-time buyers with priority access to new housing projects, attractive pricing, and personalized mortgage options.

Since launch, the program has drawn significant attention, with over 41,000 residents registering to take part. Notably, nearly half of the homes purchased have been by long-term residents of Dubai who had not owned property before, showcasing the program's impact on facilitating permanent residency.

The initiative aligns with Dubai Economic Agenda D33, which aims to double the city's economy by 2033, while supporting the Dubai Real Estate Strategy 2033. It also contributes to the UAE’s Year of Community by promoting social stability and encouraging residents to settle long-term.

With early successes from participating developers and banking partners, customized mortgage solutions have seen high demand among new buyers. This synchronized effort has successfully translated long-held demand into real property transactions, making ownership feasible for thousands.

Strengthening Confidence and Promising Growth

According to Hadi Badri, CEO of the Dubai Economic Development Corporation (DEDC), the program's enthusiastic reception illustrates Dubai’s spirit of cooperation and its steadfast vision for the future.

“The First-Time Home Buyer Program exemplifies the power of collaboration among government, developers, and banking institutions. It turns the aspiration of homeownership into reality for many, while bolstering investor confidence and enhancing the real estate sector’s role in the broader economy,” he remarked.

He further highlighted that by fostering social connectivity and retaining talent, this initiative stimulates sustained demand and elevates Dubai as a global benchmark for sustainable urban progress.

Majid Al Marri, CEO of the Real Estate Registration Sector at the DLD, noted that the program acts as a crucial element in sustaining the current momentum of Dubai’s property market throughout 2025.

With total real estate transactions this year hitting AED917 billion, the sector's robust performance and growing investor assurance are evident. “The keen interest in the Program demonstrates its effectiveness in turning expressed demand into substantive transactions, showcasing regulatory support and strategic cooperation as integral to simplifying the homeownership experience,” he stated.

Transforming Lives, One Home at a Time

For many residents, this initiative marks a significant shift.

Fatma Almarri, a first-time homeowner, expressed how attainable ownership now feels. “Previously, I thought owning a home was a distant goal. This program has simplified the journey and given me hope for my financial future.”

Another participant, Jade Lee, shared that her experience has been pivotal. “Having lived in a family that frequently moved rentals, owning my home now brings stability and a secure basis for my future.”

Broadening Choices Ahead

As the program continues to grow, additional developers and partners are projected to join, presenting buyers with a broader selection of properties and locations. Officials anticipate this will further solidify Dubai’s end-user market and keep homeownership attainable for more residents.

By enhancing resident engagement in the property market and fostering long-term community development, the First-Time Home Buyer Program is crafting a more inclusive, stable, and forward-looking real estate sector—supporting Dubai’s ambitious growth goals while aiding individuals and families in establishing lasting lives within the city.
