Many are risking their safety in the pursuit of income, particularly as work permit restrictions tightened following the outbreak of the Gaza conflict in 2023.

This shooting incident occurs against a backdrop of heightened tensions throughout both the West Bank and Gaza Strip. Reports indicated that two Palestinians were killed in a separate event near the port area of Gaza City, while violence erupted in the West Bank after a vehicle-ramming attack injured several Israeli citizens.
