Vietnam Introduces Stricter Penalties for Lottery Operations

The Ministry of Finance in Vietnam is set to unveil new rules aimed at reinforcing administrative penalties within the lottery sector. This initiative forms part of a draft decree intended to update and enhance enforcement mechanisms.

The proposal involves renaming the existing Decree No. 98/2013/ND-CP, focusing solely on the lottery sector after removing previous insurance-related provisions. This amendment seeks to clarify the scope and application of the regulatory framework.

To revise the enforcement framework, certain positions such as financial inspectors will lose their penalty-imposing authority, re-aligning the decree with the current administrative practices.

The draft plan also broadens the powers of new roles like inspection team leaders and high-ranking officials in the finance ministry. They will be empowered to issue warnings, impose fines, confiscate illegal items, and enforce corrective measures against violations.

Provincial leaders, including chairpersons of People’s Committees and finance department directors, will also gain enhanced authority. These officials could impose fines, suspend operations, and enforce compliance within their communities.

Additionally, law enforcement agencies will receive expanded powers as outlined in the draft. Police and economic crime units will now have the authority to issue warnings, levy fines, and tackle violations in the lottery domain.

The objective of these new regulations is to boost transparency and improve oversight while enforcing stricter compliance in Vietnam's lottery sector. If enacted, the decree is poised to modernize regulatory practices and enhance governance in the industry.
