Mumbai’s Next Mayor to Be Woman After Lottery, Uddhav Sena Alleges ‘Fixed’ Process

In a major development in Mumbai’s civic politics, the Brihanmumbai Municipal Corporation’s (BMC) mayoral post has been reserved for a woman from the general (open) category after a lottery draw conducted by the Maharashtra Urban Development Department (UDD) on Thursday. The outcome clears the way for political parties to nominate their candidates for the city’s highest civic position, with the mayoral election scheduled following the lottery.

The reservation system, which rotates mayoral categories such as women, Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC) and general category among civic bodies, is meant to ensure broad representation across communities. The lottery result means Mumbai will have a woman mayor from the general category, aligning with the rotational norms set by state authorities.

However, the process has sparked sharp criticism from Shiv Sena (UBT) leaders, who walked out of the proceedings and alleged that the reservation rules had been altered to favour the ruling Mahayuti alliance — comprising the BJP and the Shinde-led Shiv Sena faction. Former Mumbai mayor Kishori Pednekar of Shiv Sena (UBT) questioned why the post was not reserved under the OBC or ST category, noting that the past two mayoral terms were filled from the general category and arguing that the rotation should have reflected that history.

Officials involved in the draw said the process followed established guidelines and noted that similar reservations were also determined for other major municipal corporations across the state, with many posts reserved for women to enhance gender representation. Cities like Pune, Pimpri-Chinchwad and Nagpur will also have women mayors under the latest reservation list.

The majority Mahayuti alliance, having won 118 seats in the 227-member BMC in the January 15 elections, is expected to leverage its strength to elect the new mayor once nominations are filed. While the UDD lottery decides the category of reservation, the final selection of the individual to fill the post lies with the political bloc that commands the assembly majority.
