During a session of the Dubai Judicial Council, His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum unveiled the Dubai Judicial Authority's annual report for 2025, highlighting remarkable strides in judicial efficiency, digital transformation, and governance within Dubai’s judicial framework.
The report underscores ongoing enhancements in Dubai's judicial system, focusing on better service quality, expedited case resolutions, and fostering public trust in legal proceedings.
Chaired by Sheikh Maktoum, the meeting centered on fortifying the judicial infrastructure while improving operational efficacy. The Council also discussed requests from its members along with planned promotions and appointments for 2027 to draw in skilled Emirati professionals to the judiciary.
Sheikh Maktoum stated that driven by Sheikh Mohammed bin Rashid Al Maktoum’s vision, Dubai is steadfast in developing an advanced judicial framework founded on principles of justice, transparency, efficiency, and legality.
The annual report acts as a vital standard for gauging institutional performance and tracking development within judicial bodies. Sheikh Maktoum emphasized that the favorable outcomes from 2025 highlight the judiciary's adaptability to rapid changes while maintaining high-quality services and public trust.
He further urged the ongoing growth of the judicial sector through innovation and advanced technologies to bolster Dubai’s competitive edge in the future.
The report detailed that 43 legislative measures and 66 resolutions from the Judicial Council were enacted in 2025 to enhance judicial tasks and governance. Additionally, 83 studies were finalized to advance judicial services and legislation.
It was noted that membership in the Judicial Authority rose to 522 with the addition of 86 new members, while female representation climbed to 6.5 percent.
In 2025, 92 training programs were held, offering 2,601 training hours and assisting 376 participants to enhance judicial expertise.
Remarkable judicial performance was recorded across Dubai Courts and the Public Prosecution, with approximately 66,933 criminal cases registered, of which 59,421 were processed, achieving a 94.2 percent accuracy rate for investigations and indictments.
Dubai Courts reported an 86.5 percent accuracy rate in the Courts of First Instance and 87.1 percent in the Court of Appeal.
Case rulings in Courts of First Instance averaged 114 days, with an impressive 90 percent overall case settlement rate.
According to the findings, the combined value of case settlements and requests addressed by Dubai Courts reached AED10.2 billion, with AED3.68 billion disbursed via enforcement actions.
The report also emphasized significant advancements in digital initiatives, with Dubai Courts executing 1.7 million smart requests, conducting 24,507 remote hearings, and issuing 21,121 judicial rulings.
Meanwhile, the Public Prosecution processed 23,438 smart bail requests, and blockchain-enabled requests amounted to 173,013.
Key achievements highlighted include the establishment of the Dubai Centre for Judicial Expertise, the introduction of a digital pathway for criminal cases, and the opening of the Judicial Control Room, alongside fresh regulations governing housing construction disputes for UAE citizens.
His Excellency Dr. Abdullah Saif Al Sabousi asserted that the annual report serves as a strategic asset for evaluating performance and promoting the continued evolution of Dubai’s judicial system, adhering to the highest justice and governance standards.
