Two police officers from Lisbon, both in their twenties, have been officially charged with the torture of homeless individuals and migrants, as confirmed by Portuguese authorities on Friday.
These officers, who were taken into custody last July, face serious charges including torture, cruelty, and abuse of authority. One officer is also confronted with additional allegations of rape, robbery, and forgery.
According to the indictment presented by Lisbon Prosecutor Felismina Franco, there is an alarming incident where a Moroccan immigrant was physically assaulted for hours within a police station. During this event, the victim was compelled to kiss the officers' boots as one of them shouted in English: “Welcome to Portugal!”
“The victims were systematically targeted from vulnerable communities, such as the homeless and economically disadvantaged,” stated the prosecutor. “These actions illustrate sheer and unwarranted violence towards individuals who are unable to defend themselves.”
The Interior Ministry denounced the conduct, expressing deep regrets over these actions that infringe upon citizens' rights, clarifying that such behavior does not represent the majority of police officers.
An independent investigation is already underway by the General Inspectorate to explore other possible incidents involving police personnel.
Amnesty International Portugal, which has received reports of further torture allegations, condemned the online sharing of images and messages, labeling it as indicative of “an overwhelming sense of impunity.” The organization welcomed the reporting of these events from within the police force itself and urged for enhanced oversight, including the installation of more cameras in police stations, vehicles, and body-worn cameras for officers during public engagements.
