Cowichan Tribes Member Ordered to Stop Massive Dump

A member of the Cowichan Tribes, James Anthony Peter, has been issued a pollution prevention order for a large illegal dumping site near Duncan, B.C., on Vancouver Island.

The site, located on Cowichan Tribes Reserve land above the Cowichan River, contains over 290,000 cubic metres of waste, including construction debris, residential garbage, derelict RV trailers, plastics, and metals.

Community advocate Peter Rusland described the area as “a huge, toxic soup of tires, plastic, and demolition debris,” emphasizing the environmental and health dangers. The Cowichan River, a sacred salmon river for the Cowichan Tribes, is particularly at risk.

The Ministry of Environment stated that the materials at the site can release heavy metals such as arsenic, cadmium, copper, iron, and lead. Leachate from the site is moving toward the Cowichan River, potentially affecting wildlife that consumes household garbage.

No permit has ever been issued for the site. Peter has been ordered to immediately cease dumping and to hire a professional to develop a remediation plan, including shutting down the site entirely.
