2026 World FZO Congress in Panama: A Focus on Free Zones Evolution

The 12th annual Congress of the World Free Zones Organization took place in Panama City, themed “Free Zones in the New Global Operational Model: Challenges and Opportunities.” Discussions centered on the potential of economic zones to enhance trade, foster industrial growth, and promote global integration.

The Congress was officially opened by José Raúl Mulino, accompanied by Luis Abinader and Dr. Mohammed Al Zarooni, the Chairman of the World FZO. It gathered over 2,000 participants, including 27 ministers, CEOs, industry experts, and representatives from international organizations across more than 70 countries.

In his speech, President José Raúl Mulino emphasized that free zones are vital for advancing economic freedom, enhancing global trade, and bolstering national development. He stated that investment plays a crucial role in driving economic growth and improving purchasing power.

Dr. Mohammed Al Zarooni noted Panama’s strategic role as a gateway to the Americas and a pivotal hub for international trade and investment. He expressed that the landscape of global trade is transforming due to geopolitical changes, technological advancements, and new regulations, underscoring the growing significance of free zones.

He also pointed out that artificial intelligence is revolutionizing customs processes, logistics forecasting, compliance systems, and investor services. Moreover, he highlighted that free zones can facilitate the development of green industries and sustainable production practices.

Dr. Zarooni explained that governments are beginning to recognize free zones as crucial assets for driving innovation and long-term growth, rather than merely regulatory instruments.

New Caribbean Special Economic Zones Initiative

During the congress, an MoU was signed to establish the Caribbean Special Economic Zones Regional Association, aimed at enhancing cooperation among Caribbean nations, developing shared standards, and promoting trade and investment throughout the region.

Expansion of the One Zone Digital Platform

The World FZO also announced the expansion of its “One Zone” platform, introducing a new website and member portal. This offers services including certification, training, research, advisory support, and performance benchmarking to enhance global free zone connectivity.

Executive Leadership Programme

In collaboration with INCAE Business School, the Congress launched an Executive Leadership Programme for free zone leaders. For the first time in the event's history, around 700 participants received digital certificates.

Study on Tourism Special Economic Zones

The event also featured a joint white paper prepared by the World FZO and the United Nations Tourism Organization. The report studies the role of Tourism Special Economic Zones in investment strategies, utilizing global case studies and research.

The findings indicate an increasing integration between tourism and economic zones, offering innovative models for sustainable development and investment planning across the globe.
