France Initiates Fresh Partnerships in Africa at Kenyan Summit

Emmanuel Macron has arrived in Kenya for the Africa Forward Summit, where France is advocating for a redefined and equitable partnership with African nations. This summit, hosted in Nairobi, is crucial as France grapples with diminished influence in various West African nations while reevaluating its political and military engagement across the continent.

Over two days, more than 30 African leaders and officials will convene at this co-hosted event, marking the first time France has conducted a significant Africa summit in an English-speaking nation, underscoring its intent to bolster connections with Anglophone countries. The fresh strategy places an emphasis on trade, economic partnerships, innovation, and defense, moving away from conventional political sway.

Historically, France has wielded a substantial degree of control over its former colonies through a network known as "Françafrique," characterized by military bases and political ties throughout the region. Nevertheless, growing discontent among local communities and African authorities regarding France's involvement has precipitated troop withdrawals from several nations in recent years. Many Sahelian governments have accused France of perpetuating an antiquated and oppressive approach to its dealings in Africa.

During his trip, President Macron emphasized that while disagreements may arise with African officials, France “never disagrees with the people.” The new policy framework is envisioned to foster partnerships grounded in mutual respect and common goals. Furthermore, France is eager to forge relations with nations beyond its traditional Francophone strongholds, amid heightened geopolitical rivalry from countries like China and Russia.

A central focus of the summit is the recently ratified defense cooperation agreement between France and Kenya, initially signed in October 2025. This accord facilitates military training, intelligence sharing, and collaboration on defense operations. Reportedly, approximately 800 French troops have arrived in Kenya ahead of the summit to initiate these expanded defense initiatives.

However, this agreement has garnered opposition from civil society and activists in Kenya, who argue it grants excessive legal protections to foreign troops, undermining accountability under local law. Previous defense deals with the UK have sparked controversies tied to alleged crimes by foreign personnel in Kenya. Advocates of the arrangement contend that collaboration with advanced military units will bolster Kenya’s national defense and security capabilities.

Analysts perceive the Africa Forward Summit as a pivotal moment for France as it seeks to redefine its African engagement. Faced with demands for increased sovereignty by many African nations, France is aiming to pivot towards diplomacy, trade, and strategic partnerships instead of direct interference.
